I'm curious though I honestly haven't played XI as much as I did the others, so I may not have noticed it, but do events happen around you like they did in X?
For example if you play the 189 scenario as a different ruler, will that Dong Zhou event happen? or you have to be that ruler to see those events?

Unlike rtk X, rtk XI really have very few events that actually does something. For Dong Zhuo event to trigger you have to play as Dong Zhuo, and yeah, it is difficult for it to trigger. There is no battles event, such as Guan Du, Chi Bi, etc. I think the only events that actually did something are three visits event and yuan shu declare himself emperor event.

Well I hate that i was looking forward to having a major battle like Chi Bi and Yi ling and other decisive battles. It would be fun to just stop the game send some units to the battle location and battle it out once the battle was over the winner would gain about 1,000 to 2,000 technique points for the victory and the loser would lose tech nique points or some land to the winner(s) for having lost a major battle.

i dunno but the PUK version does hve one like that where u use Sima YI and u r the Jin dynasty. liu bei, sun jian and sun ce have risen from the dead ( :-\i know!) and they have like 36000 troops but they each only have one city. u have the rest.

2 Qiao marrige.
Requirements:have lu jiang,chai sang,hui ji,jian ye and wu and have xiao and da qiao and zhou yu and sun ce in your force.
result:sun marrys da and zhou marrys xiao
Cao pi / zhen shi marrige.
Requirements:have cao pi in your force and zhen shi in your prisons (same city)
results:they marry.
Zhuge liang / huang ? marrige
Requirements: have zhuge liang and huang? in the same city when they are not marryed.
3 visits.
Requirements:liu bei has xin yi and zhuge liang doesn't serve anyone and year is 208AD
results liu bei visits liang 3 times (on last time he will join and huang ? or his brother will)
Cao Cao marches
Requirements:cao cao has all northen territories
resultsin just a talk lol
Lui bei, king of han zhong
Requirements:liu bei controls han zhong
results:becomes regent
Emporer sun quan
Requirements:sun quan has jing and yang
results: becomes emporor of wu
False rumor
Requirements:your force has 3/4 of china and only one enemy force left.
results:an officer will ask for you to inspect another officer.
Bronze phesent:
Requirements:yu have at least 12 citys and your ruler is in ye
results. get bronze phesent.
Xiahou dun employs dian wei
Requirements:just wait in the 190ad senario and it will happen
result:you get dian wei
dian wei hires xu zhu
Requirements:have xu chang and dian wei
dian wei duels xu zhu and hires him.
guan xing and zhang bao oath
Requirements:have them in the same city with liu bei
results they make an oath
Lu meng and jiang Qin study
Requirements:have them in the same city with quan
results:they get an EXP boast
Officer death
Requirements:one of yuor hightest deads officer's die.
results:your rulers talks about them.
Xiahou dun loses an eye
Requirements:lu bu is in pu yang
results:xiahou dun's portait changes
Ru nan bandits
Requirements:pei yuanshao,zhou cang, lui pi, and other YT are in ru nan as free officers and liu bei rules the city.
results: they join bei
2 zhangs
Requirements:play as sun jian in 184ad or 190ad and have zhou yu
results:sun jian debates with them and if you win they join you.

but for the lu meng event, do u hve to have sun quan as the ruler?

Yes i believe you do, since i tried this many times with Liu Biao but it did not work. I also think Sun Quan has to be in the same city, not that sure.

For the Sun Quan event I know I need Xiang Lang but do I need xin ye as well? And to make it clear I need to have a superior number of troops and have atleast 12 cities to be declared emperor but I want ro know do you need the emperor in your custody to? Cuz if so then I'm done because yuan shu somehow managed to nab Changan while he was the cheng empire and dethroned him.

okay a few of these.
Five Tigers -- the only thing not listed in the requirements is there's a rank requirement..duke or king..one of the two..you have to be this rank in order for the event to trigger. you do NOT have to zhuge liang, you mearly have to have an advisor. as long as you have an advisor, the officers with the deeds..and the rank you will get this event.
Xiahou Dun loseing an eye. the only requirement is time, as time progresses either a messanger if Xiahou Dun is not in the same city as your ruler, or Dun himself if he is will come up and inform you of the injury, no other requirement than having Xiahou Dun is nessecary (you do NOT have to be Cao Cao...i've gotten it with a CAW and Liu Bei both before)
Xun Yu/Guo Ji event -- you do not have to be cao cao to do this, you must have Xun Yu and Guo ji must not be in any other army. i've had this trigger countless times as any number of people. as long as you control Xun Yu you can have him recruit GJ. easiest way to see this is start a CAW in Xu Chang, and recruit Xun Yu..almost every time the next month Xun Yu will walk up and talk about GJ
Emperor is not required to have to get the rank. the only requirement is that you have the correct number of cities under your control. if you have the right number of cities you will either have the emperor himself abdicate..or you will get one of your own officers (if the Han was dethroned) advising you to proclaim yourself.

Does anyone know if there is an event that triggers the death of Liu Biao and the capture of Jing by Liu Bei?

No,there isn't. I tried it myself sometimes,like putting Liu Biao with Liu Cong into Xiang Yang and Liu Qi into Jiang Xia,or putting them alltogether into Xiang Yang. Nothing happens.
