It works anyway, it just allows the AI to work more efficiently if you have small districts of 3-5 cities. I think you can only have eight districts though, someone will have to confirm that though.

Ok, thanks much.

I just wanted to make sure they aren't neglecting the development because they get over burdened with the AP management.

One last question, a follow up to this, "But is there a way to make them build archer towers and focus on defense?".
I have set the attack to "Authorize" and it worked well, on Cao Cao's Ascent. The AI would build up defense and not seem to attack.
But on Rise of Heroes, they attack other cities when I set it to "Authorize". Is there another hidden option that I might have missed?

Make sure you have district policy set to Auto, but I don't think that stops them attacking cities completely, I usually only have districts set up behind my frontline cities. They only usually attack when the opposing city has a low troop count and your city has a fair few. Limiting the district officers might prevent them from attacking, just give them about five per city, then they wil focus on the city itself and not invasions.

I'm not sure if this has been asked before but I originally assumed the WAR stat was what you looked at when deciding what officers to use for battle. I recently read on GameFaq that the LDR stat is used for battles, not WAR. If someone could clear this up for me that would be great.

LDR is for leading tropps, high LDR ratings is important to be the leader of an unit, and not the 1st or 2nd Lt. WAR is important for the power of your attacks. Unit with a high WAR Leader are the best units for attacking.

Mostly the good WAR officers have high LDR ratings. INT is important too, use the strategies misinform or perturb.

Some of the high INT officers have no good WAR stats but high LDR ratings, so gives them an archer unit(for distance) and a good WAR rating 1st Lt officers. So you get a good balance betwenn INT and WAR.

If no one said this yet Another way to get Lu Bu campaign and power struggle are to beat namon rebellion shu side, and lu bu in Pu Yang








Ps I got power struggle that way I originaly got lu bu campaign from the 10th game but after I beat lu bu in puyang It unlocked it again

I also found a scene where Zhang Zhao talks to Sun Quan and he becomes king of something to fight Shu. I was playing Wei when it happened. How come they made it so hard to have a battle at Yi Ling?

I think RTK 10 is better than RTK 11 because RTK 10 we can play as 1 officer but in RTK 11 we play as a force

WAR =  dealing damage
LDR= Defense (soaking up damage)

Therefore you want Generals that are high in both.
